David Williams - 2000 Technician of the Year

On July 21,2000, at its annual awards banquet, the National Association of Emergency Vehicle Technicians (NAEVT) announced the recipient of its prestigious Technician of the Year Award for the year 2000.  The association is honored to present

David L. Williams, Emergency Vehicle Technician

 Fellow NAEVT member, Mr. Terry Slayton of Tyler, Texas, nominated Mr. Williams for this distinguished award.  For the fourth consecutive year, 
MC Products, a division of ESH, Inc. out of Holbrook, New York, was the sponsor of this award.

David Williams has been with the City of Abilene Fire Department since 1984 and is currently responsible for the operation of its maintenance facility.  He competently handles the repair and maintenance of all fire department equipment, including three crash trucks, four aerials, twelve engines, six grass trucks, two rescue units, staff vehicles, rescue tools and lawn equipment.  He is also in charge of purchasing and maintaining the department's parts inventory and helps in the process of writing vehicle specifications.  In numerous letters to the Awards Committee, his superiors and co-workers were eager to speak of his management skills, leadership ability and complete dedication to seeking new and better ways in which to approach routine concerns.

His Bachelor of Science Degree, with a major in mathematics and a business minor, is evidence David has always felt education is imperative.  In an effort to improve his job skills and advance his knowledge of industry standards, he has worked and received his ASA Master Medium/Heavy Duty Truck Certification and EVT Level III Heavy-Duty Fire Apparatus Certification and continues to work toward further certification.  Likewise he seeks to remain up-to-date regarding technical training.  Among others, David has successfully completed training classes for Detroit Diesel electronics and Allison automatic transmissions.  David spoke in his questionnaire of his belief that "technical training is the best way to lend validity to our profession."  In that regard, he has worked closely with his fellow Texas Association of Emergency Vehicle Technicians (TAEVT) members and Oklahoma Association of Emergency Vehicle Technicians (OAEVT) members in successfully setting up the first Texas/Oklahoma Fire Technician training program in 1999 with plans to continue this endeavor.

David is considered by his peers to be dedicated not only in attitude but also in action.  In a letter to the Committee, Gary Young, President of the Abilene/Taylor County 911 Board, may have said it best: "I believe what separates David from others is not simply the fact that he strives for perfection in his job, but that he willingly shares his talent with others..."

Charles Mosby began is career in emergency services over thirty years ago with the Lynchburg Life Saving Crew in the aftermath of Hirricane Camille.  Joining the Boonsboro Volunteer Fire Department in 1972, Charles worked his way to the position of Assistant Chief.  His professional career began as a Deputy Fire Marshal with the Lynchburg Fire Department in 1976.  Currently, Charles is Vehicle Maintenance Shop Coordinator, with the rank of Captain, at the fire department maintenance facility having held that position for the last twelve years.

Earning all nine certifications from the Emergency Vehicle Certification Commission, Charles serves on the EVT committee that writes and validates certification tests.  As an American Red Cross First Aid Instructor, one of the first C.P.R. Instructors in his area, and part of the first E.M.T. class in the country, at Georgetown University, he has continuously instructed fire and rescue personnel in emergency medical disciplines since the late 1960s.  Charles is also certified as Fire Instructor III with the Commonwealth of Virginia Department of Fire Programs and Instructor in Basic, Light Duty Rescue and Heavy Rescue with the Virginia Association of Volunteer Rescue Squads, and as such is always willing to share his expertise throughout Virginia and surrounding areas.

In his nomination letter, H. Lee Day, III, Battalion Chief, City of Lynchburg Fire & EMS Department, wrote about the Central Virginia Regional Emergency Services Training Center that would not exist without the "daily contributions" of Charles Mosby.  And, "as anyone in emergency services knows, Charlie is 'married' to emergency services and has many 'children' that have followed him throughout the years.  As his 'children', we are his family and owe our success to his teachings and guidance".

It is with great pride and honor that NAEVT recognize both David Williams and Charles Mosby for their professional skills and accomplishments.

The Technician of the Year Award History

In 1994, NAEVT announced the inception of its Annual "Technician of the Year" Awards Program. The purpose of the program is to nationally recognize the accomplishments of individual Emergency Vehicle Technicians. At its Annual Membership Meeting in July of 1995, NAEVT announced its first "Technician of the Year": Mr. Chuck Kneff of Arnold, Missouri.

In preparing for annual candidate nominations, eligibility criteria are continuously revisited with nomination and questionnaire documents developed and distributed early in the calendar year. At the close of nominations, the Awards Program Committee members verify information provided, carefully examine the achievements of all nominees, individually grade all categories and merits with final scoring tabulated by the Committee Chair. Notice is then given to the chosen recipient of the prestigious Technician of the Year Award, and to other candidates worthy of NAEVT's Certificate of Achievement. Awards are presented in July of each year at NAEVT's Awards Banquet and Annual Membership Meeting in Baltimore, Maryland. Letters of commendation from the White House and the Congressional Fire Services Institute are historically included as special awards to all recipients as well.
